    Some Venue Owners Get a Federal Lifeline. Others Are Told They’re Dead.

    The first applications for the Shuttered Venue Operators Grant program, offering $16 billion in federal aid, were approved.As the emails finally started arriving late last week, some business owners got the good news they had been long awaiting: They would be awarded a piece of a $16 billion federal grant fund intended to preserve music clubs, theaters and other live-event businesses devastated by the pandemic.But other applicants ran into fresh obstacles — including the discovery that the government thinks they’re dead. It was the latest bureaucratic mishap for the Shuttered Venue Operators Grant initiative, an aid program created by Congress late last year that has struggled at nearly every turn to disburse badly needed relief funds.Derek Sitter, the owner of the Volcanic Theater Pub, a 250-capacity music and performance venue in Bend, Ore., was at home on Saturday watching a British soccer game when an alert popped up on his phone: “Congratulations,” ran the subject line of an email from the Small Business Administration, which manages the grant program.Mr. Sitter ran outside to tell his wife and daughter the news, with tears swelling in his eyes. “My heart rate increased,” he recalled in an interview. “But it was a good increase.”The Volcanic was awarded about $140,000, Mr. Sitter said, though the funds have not yet arrived. (The size of the grant is pegged at 45 percent of a venue’s gross revenue from 2019.) Just how many venues have learned that their applications have been approved is unclear, but members of the network of small venues — which became a tightly connected hive during the pandemic — say they have heard of only a few so far. Bob Hansan, the managing partner of Bobby McKey’s, a piano bar near Washington, received a cryptic email Tuesday afternoon that began: “Your name appears on the Do Not Pay list with the Match Source DMF.”A few minutes of frantic Googling revealed that was a reference to the government’s Death Master File, a record of more than 83 million people whose deaths have been reported to the Social Security Administration.Mr. Hansan immediately called Social Security’s headquarters, which referred him to his local office, which told Mr. Hansan that they could find no record of his name anywhere on the death list. The office agreed to send him a form affirming that he’s alive, but the document can only be sent by mail, he was told — a process he worries will be slow.“It’s this continual drip-drop of delays,” he said.Michael Swier, the founder of the Bowery Ballroom and the Mercury Lounge in New York — and a prominent figure in the independent music world — also received notification early Wednesday that he was considered dead, and said that he was beside himself trying to understand how to correct the error.“What do I do? (The application system finally opened in late April.)Some 13,000 people applied, seeking a total of $11 billion. The Small Business Administration has not yet released details on how many it has approved.In Facebook groups and on Twitter, frantic business owners have been swapping tips and trying to glean where in the application process their own claim might be.Some venues are beginning to get good news.Hugh Hallinan, the executive producer of Downtown Cabaret Theater, a nonprofit venue in Bridgeport, Conn., spent weeks checking the S.B.A.’s grant portal each day, and last Thursday learned that his theater had been approved for a $541,000 grant.On Tuesday the theater held a news conference with Senator Richard Blumenthal of Connecticut.“We’ve been in Bridgeport for 41 years, and we’ve never gotten recognition like this,” Mr. Hallinan said in an interview. “I just thought, ‘We’re going to soak it all up right now. We’re going to bask in it.’”Downtown Cabaret came close to shutting down last year. Downtown Cabaret Theater, in Bridgeport, Conn., which came close to shutting down, learned that it had been approved for a $541,000 grant. Richard Pettibone“If all patrons who had tickets called in and said, ‘I need a refund,’ it was game-over time,” Mr. Hallinan said. Instead, many opted for a credit on their account, and about a third of donated the cost of their tickets back to the venue, Mr. Hallinan said.The funding has not yet started flowing to Broadway. A spokeswoman for the Broadway League, a trade organization representing producers and theater owners, said that none of its members had notified the group about receiving application approvals. Charlotte St. Martin, the group’s president, had said last month that officials had told the group that money would start coming in by the end of May, but that deadline has now passed.And several major performing arts organizations in New York City that are planning summer or fall reopenings are also still waiting. Carnegie Hall, the New York Philharmonic, New York City Ballet, American Ballet Theater, the Public Theater and the Metropolitan Opera have not yet heard. Many will not be eligible until a later round of awards.Mr. Sitter, in Oregon, said he had no idea why the Volcanic got its award so early. Like many applicants, it had lost at least 90 percent of its revenue during the pandemic, which qualified the Volcanic for the first round of grants. Others who lost less will be eligible for awards in mid- to late June.The Volcanic received some federal money last year from an earlier round of federal pandemic relief. That got it through 2020, Mr. Sitter said. But by last month, the Volcanic was down to its last few thousand dollars, not enough to cover its rent and monthly bills for June, Mr. Sitter said. He was considering whether to sell or shut it down.With the shuttered venue grant, the Volcanic can stay open until next year, when Mr. Sitter expects its pipeline of shows to be back to normal. This weekend, it is planning to put on its first shows since last summer, at 50 percent capacity.“There’s certainly not a lot of profit going to be made here,” Mr. Sitter said. “This is simply to lift the spirits of people, to say, ‘We can kind of do this, we’re doing good, and there is a way out.’” More

    25 Free Performances Come to Bryant Park Starting in June

    The park will host events for live audiences of 200 with institutions including the New York Philharmonic, Jazz at Lincoln Center, Joe’s Pub and the Classical Theater of Harlem.With arts performances in New York slowly starting up again, one city tradition is finally set to return: free outdoor events in marquee locations.From June to September, Bryant Park will present a series of 25 programs from some of the city’s most prominent institutions and performance groups, including the New York Philharmonic, Carnegie Hall, Jazz at Lincoln Center, Joe’s Pub, the Classical Theater of Harlem, Paul Taylor Dance Company and the Town Hall.Dan Biederman, the president of the Bryant Park Corporation and the park’s longtime guardian, said the plan for the series began to take shape during the winter, when the park installed its annual ice rink and holiday market.“Thinking ahead to the summer, we thought, the concert halls are probably still going to be closed,” Biederman said in an interview. “Let’s play the same role, making Midtown more cheerful and drawing people to whatever extent we can.”City Parks Foundation’s SummerStage also announced this week that it would be returning to Central Park and other locations with in-person concerts, including a benefit show on Sept. 17 by the band Dawes.Bryant Park’s season functions as a coming-together of New York arts groups, many of which have had few opportunities for live events since the pandemic arrived.“One of the good things that has come out of the pandemic is that there has been a level of cooperation between the different arts organizations,” said Deborah Borda, the chief executive of the New York Philharmonic, which opens the season with four nights of concerts, starting June 9.The Philharmonic began putting on small-scale events throughout city last summer through its NY Phil Bandwagon program, and it is set to perform with a scaled-down ensemble this week at The Shed. Even by June, Borda said, the orchestra does not expect to be back to performing at full size. “We’re not doing Mahler symphonies,” she said.Bryant Park will limit attendance to 200 people for each performance, although producers say it is possible that state regulations could allow bigger crowds as the season progresses. The events are free, but tickets must be reserved in advance. Most events will also be livestreamed.Once arriving at the park, patrons will have their temperatures checked and be shown to their seats, which will be arranged with room for social distancing. The park does not plan to require vaccinations or proof of negative virus tests, but it is considering those as options, according to Dan Fishman, the park’s director of public events.Among the other organizations participating in Bryant Park’s series this summer are Elisa Monte Dance, Harlem Stage, National Sawdust, New York Chinese Cultural Center, Limón Dance Company and Greenwich House Music School. Singers from the New York City Opera will perform a Pride concert on June 18.Many groups and institutions have been scaled down or cocooned altogether since last year.“We’ve been in hibernation,” said Tom Wirtshafter, the president of the Town Hall, which has put on more than 60 virtual programs during the pandemic but, as with most venues, had to furlough most of its staff.Town Hall, which opened its doors in 1921, will close Bryant Park’s season on Sept. 20 with a 100th-anniversary event featuring Chris Thile, the mandolin player whose eclectic tastes range from bluegrass to Bach.Tiffany Rea-Fisher, the artistic director of Elisa Monte Dance, who also curates dance performances at the park, said her company has performed only twice in the last year. It will perform on Aug. 20 with the Paul Taylor Dance Company, and Rea-Fisher said it was not easy to find other dance groups that would be prepared.“It was challenging, finding companies that were ready, stamina-wise,” she said. “You don’t want to bring dancers back after a year and have them hit a performance — it’s just asking for injury.”But like others, she said was thrilled, “smiling ear to ear,” at the prospect of performing once again, and doing so in a prominent spot for New Yorkers.“To be able to do what you trained for,” Rea-Fisher, said, “it’s so joyful, it’s so fulfilling; it feels sublime.” More

Rose ArchivesCarmel Quinn, a blue-eyed, flame-haired Irish singer and storyteller who packed Carnegie Hall on St. Patrick’s Day for a quarter-century and regaled her audiences with tunes and tales from the Old Country, died on March 6 at her home in Leonia, N.J. She was 95. The cause was pneumonia, her family said.Ms. Quinn, who was born and raised in Dublin, came to the United States in 1954 and won an audition on “Arthur Godfrey’s Talent Scouts” the next year. Those auditions were famous for their rigor: Others who passed them included Pat Boone, Tony Bennett and Connie Francis; those who flunked included Elvis Presley and Buddy Holly.Ms. Quinn became a regular on another Godfrey television show, “Arthur Godfrey and His Friends,” for six years while rotating through other popular variety shows of the 1950s, ’60s and ’70s, including “The Pat Boone Chevy Showroom,” “The Ed Sullivan Show,” “The Mike Douglas Show” and many more. Much later, she showed up on “Live With Regis and Kathie Lee.”With the gift of gab and a voice that some compared to Judy Garland’s, she performed at the White House, first for John F. Johnson.Credit…UPIThe standard Irish songs in her repertoire included “The Whistling Gypsy,” “Galway Bay” and “Isle of Innisfree.” In later years she filled out her act with a patter of anecdotes about life in general and amusing relatives in particular. One was her Aunt Julia.As Ms. Quinn told the story, Aunt Julia always wore her hat in the house so that if someone came to the door whom she didn’t want to see, she could say, “I was just on me way out.”Ms. Quinn disapproved of bachelors. “Make you sick, they would,” she would say, “out there sowing their wild oats and praying for a crop failure.”And her way of bringing people back down to earth if they got too big for their britches was to call out loudly: “Sorry to hear about the fire in your bathroom. Thank God it didn’t reach the house!”But holding pride of place for Ms. Quinn were her concerts at Carnegie Hall. They began in 1955, when she was approached by a group that wanted to raise money for a hospital in Ireland. Mr. Godfrey built an audience for her that first year, instructing his radio listeners, “Now, you get out there and go to Carmel’s concert.” But after that, she was draw enough on her own. She gave benefit performances each St. Patrick’s Day for more than two decades, and they all sold out.“The night of the concert, you couldn’t get in the place,” she told The New York Times in 1975 on the eve of the 20th anniversary of her first St. Patrick’s Day show. Hers was initially a solo act, but she later included groups like the Clancy Brothers and the Chieftains, their spirited performances turning Manhattan’s prestige concert stage into an old-fashioned Irish music hall.Writing after her St. Patrick’s Day show in 1969, Robert Sherman of The Times called her “a breezy hostess and a totally engaging singer.” Her music, he said, would “warm the cockles of any son, daughter or passing acquaintance of the auld sod.”Carmel Quinn was born on July 31, 1925, and grew up in Phibsborough, a now trendy neighborhood on the north side of Dublin. Her father, Michael, was a violinist and a bookie. Her mother, Elizabeth (McPartlin) Quinn, a homemaker, died when Carmel, the youngest of four siblings, was 7.Carmel sang with local bands and studied for a while at a teachers’ college, but she dropped out when she started winning singing engagements. Then she left for America.She married Bill Fuller, a colorful Irish music impresario, in 1955. As more Irish were coming to America, Mr. Fuller opened ballrooms in New York, Boston, Chicago and San Francisco, and she sang in many of those venues.The couple initially lived in the Bronx, but they would take Sunday strolls over the George Washington Bridge and soon found a small brick house in Leonia, just across the Hudson River. They separated in the early 1970s, and she lived in the same house for the rest of her life.Ms. Quinn is survived by two daughters, Jane and Terry Fuller, and a son, Sean Fuller; five grandchildren; and two great-grandchildren.
