In a major surprise this week, Senator Joe Manchin III agreed to support a climate, energy and tax package after previously saying that he wouldn’t. The bill is being hailed as a major step in U.S. efforts to combat global warming.

On Thursday, Stephen Colbert was relieved but confused.
