    In Steve McQueen’s ‘Occupied City,’ a Marriage of Art and History

    Steve McQueen collaborated with his wife Bianca Stigter to make “Occupied City,” a four-hour documentary that brings Amsterdam’s World War II history into the present day.When the British filmmaker Steve McQueen was considering making a feature film about a free man who was captured and sold into slavery, his wife, the Dutch journalist and historian Bianca Stigter, suggested he start with a true story.She found a 1853 memoir by a New York man who was kidnapped, sold and enslaved for 12 years in Louisiana, named Solomon Northup. McQueen was immediately intrigued. “What was so interesting about it was that the script was there,” he said last week, over lunch with Stigter in Amsterdam. “I didn’t have to invent a story.”His resulting 2013 feature film, “12 Years a Slave,” adapted from Northup’s memoir by John Ridley, won three Academy Awards, including best picture.For the couple, it was just one example of a kind of creative symbiosis that has defined their 28-year relationship. In 2022, when Stigter made her first film, “Three Minutes: A Lengthening,” a documentary based on rare footage of a Polish village before the Holocaust, McQueen was a co-producer and “a sounding board,” she said.Over 187 days, McQueen and his team shot 960,000 feet of film showing daily life in Amsterdam.Lennert Hillege/A24McQueen’s latest film, the four-hour documentary “Occupied City,” which opens in theaters in the United States on Dec. 25, is the couple’s most extensive collaboration to date. He adapted the movie, which premiered at the Cannes Film Festival in May, from Stigter’s book, “Atlas of an Occupied City: Amsterdam 1940-1945,” a 560-page historical encyclopedia that was published in Dutch in 2019, and she is one of the movie’s producers.Stigter’s reference book records the geographical dimensions of that period of Nazi rule in Amsterdam — where the bombs dropped, where rallies were held — but it also memorializes places where Dutch people suffered and died: soup kitchens during the 1944 to 1945 famine known as the Hunger Winter; apartments where Jewish families committed suicide; and public squares, train stations, a theater and a day care center where Jews were held before their deportation to concentration camps.In “Occupied City,” Stigter’s text is read out in unemotional voice-over by the British actor Melanie Hyams, while the camera shows scenes from contemporary Amsterdam. But because it was mostly shot from 2020 to 2022, much of the footage captures the city during Covid-19 lockdowns.McQueen, who was born and raised in London, is both a filmmaker and a Turner Prize-winning visual artist, recognized by Queen Elizabeth with a knighthood in 2022. But he has lived a more under-the-radar life in Amsterdam, Stigter’s hometown, since the late 1990s. The couple raised their two children in the city, though they declined to discuss how they met or when, precisely, they got married.He said that he has always felt Amsterdam’s cityscape represented layers of history that must be excavated, from the 17th century, when it was the hub of Golden Age Holland, up through the horrors of World War II. “There are always archaeological digs going on in your brain as you walk the streets,” he said. He’d long wanted to make a film that simultaneously engaged the present and the past.The footage was then overlaid with a voice-over drawn from Stigter’s book “Atlas of an Occupied City: Amsterdam 1940-1945.”Lennert Hillege/A24Around 2004, McQueen said, he was conceptualizing a film that might somehow draw the city’s World War II past into the contemporary moment.“I had this idea to physically map one image over the other,” McQueen said, “to illuminate the ghosts from the past.” He heard the tapping of keys from the next room, he recalled, where Stigter was writing the first version of her “Atlas,” and thought: “What if the past is text and the images of now are now?”McQueen set out to shoot every address in Stigter’s book — more than 2,000 locations — and the filming was planned long before any signs of the pandemic. But when lockdowns in the Netherlands began in March 2020, McQueen decided to go on undeterred.“It was like the way Dutch people still just go out into the streets and cycle when it’s raining — the weather doesn’t change the plan,” he said. “We just had to embrace it.”For two and a half years, McQueen and his crew shot on location, producing 960,000 feet of film, he said, far more than he would need, even for a long documentary. Stigter sometimes attended the filming, but not always. “It felt a little like I was in the way,” she said.Shooting was planned before the coronavirus pandemic, and carried on throughout the lockdowns of 2020 and 2021. “We just had to embrace it,” McQueen said.Lennert Hillege/A24Some of the shots show quotidian activities, suggesting that life goes on, oblivious to the past. We see a shuttered H&M store, where we learn that young Dutch volunteers once stood in line to register for the Waffen S.S. People joyfully play in the snow and walk their dogs in the Sarphatipark, where one of the final roundups of Jews took place in 1943.But filming during the pandemic meant that the life captured by the cameras wasn’t ever entirely ordinary. Sometimes, the drama unfolding in the present moment reminds us that we remain as vulnerable to catastrophe as ever, as in a scene where elderly Dutch citizens line up for Covid vaccinations.At other times, wartime themes and contemporary visuals converge in unusual and unsettling ways, like when hundreds of unmasked protesters gather on Museumplein, a central square in the museum district, in early 2021, to decry the new masking regulations. The protesters are forced out of the square by police on horseback, and using water cannons and dogs.It is ambiguous whether the footage is suggesting a link between the World War II era and Covid times. This is a touchy moral question, because protesters and far-right Dutch politicians have, in recent years, made false equivalencies between the Holocaust and the government’s Covid-19 regulations.Yet McQueen said that such onscreen convergences were merely an attempt by the viewer to “make sense out of nonsense.”“I wanted the screen to be a mirror where people saw themselves reflected back on them, so you ask: Who am I in this?” he said. “It’s more of a meditation than a history lesson.”“Occupied City,” which includes 130 of Stigter’s addresses, clocks in at 247 minutes, plus a 15-minute intermission. But this is not the end of the project for McQueen and Stigter. He was in the process of planning a future artwork, which he said would attempt to include every address in the book. For Stigter and McQueen, the process of bringing the “Occupied City” to the public — as a book and a film, and soon an artwork, as well — has been a shared labor of love, which, like their relationship, is an ongoing conversation.“I’ve been with this woman for 28 years and without those 28 years, this artwork would never have been made,” McQueen said. “It was just the case that we live together, we share our lives together, and this is one of the things that has come out of it, along with two children. It’s never been an effort. It’s only been a mutual appreciation.” More

    Scenes From Cannes: Vigilant Steve McQueen, Misguided Maïwenn

    “Occupied City,” a documentary from the “12 Years a Slave” filmmaker, proves ambitious. “Jeanne du Barry,” with Johnny Depp, was an unfortunate kickoff.If you are ever at a festival that’s showing a new movie from the British director Steve McQueen and he happens to be in the theater and you’re tempted to look at your phone, don’t. There’s a chance that McQueen will get out of his seat, cross the aisle and persuade you to redirect your attention to the big screen, which is exactly what he did Wednesday at the Cannes Film Festival when a mystery offender (not me!) fired up a bright little screen during the premiere of his documentary, “Occupied City.”I wanted all my attention on McQueen’s movie, which is being presented out of the main competition. The documentary is heroic in scope and ambition, with a nearly four-and-a-half-hour run time, intermission included. With formal rigor and adamant focus, it maps — street by street, address by address — the catastrophe that befell Amsterdam’s Jewish population in World War II. Narrated with implacable calm by a British actress, Melanie Hyams, it was written by McQueen’s wife, Bianca Stigter, and inspired by her book “Atlas of an Occupied City: Amsterdam 1940-1945.” (Stigter, who’s Dutch, also directed the 2022 documentary “Three Minutes: A Lengthening.”)The last time McQueen, who’s best known for directing “12 Years a Slave,” would have had new work at Cannes was 2020, when the festival was canceled. The pandemic plays a notable role in “Occupied City,” which consists entirely of material of present-day Amsterdam, including images of anti-lockdown protests. The juxtaposition of the voice-over and these protests — with their marching cops and running crowds — initially feels like a provocation, almost as if McQueen were equating the Holocaust with lockdowns. As the movie’s grim accounting continues, though, the juxtaposition only underscores how blissfully privileged these protesters are to be able to gather, love, pray and simply live.The stars and the red carpet dominate the world’s attention during Cannes, but it’s the festival’s unwavering, serious commitment to film art that remains its greatest strength. There are always questionable and seemingly mercenary programming choices, as at any festival, and the halls of the event’s headquarters invariably hum with rumors about back-room deals and quotas. It’s unclear why the organizers — led by the festival’s director, Thierry Frémaux — decided to kick off this year’s event with “Jeanne du Barry,” a particularly unfortunate choice for a festival with a history of bad openers.Johnny Depp and Maïwenn star in “Jeanne du Barry,” a tedious look at the title courtesan.Stephanie Branchu/Why Not ProductionsPresumably Johnny Depp, a heat-seeking target for the armies of paparazzi amassed here, helps explain the movie’s presence. Whatever the case, on Tuesday, some 3,000 festivalgoers — and audiences who saw it simultaneously in cinemas across France — trooped into theaters to watch this bore. Directed by Maïwenn, who also stars, the movie tracks its title character from her pastoral rural childhood to her cosseted, apparently fabulous adulthood as a celebrated Parisian courtesan, fame that eventually led her directly into the bespoke bed of Louis XV.The king is played by a powdered and bewigged Depp, who looks suitably indolent, though perhaps because he’s underused. It isn’t much of a part. The king is mainly there to look gaga at Jeanne, which he does a great deal, though it’s a tough call whether Louis lavishes as much attention on Jeanne as Maïwenn does. Among all the close-ups of Jeanne giggling, Maïwenn folds in some palace intrigue and the briefest nod at the terror to come. Yet while Maïwenn draws attention to her lover’s grandson, the future, ill-fated Louis XVI, his main role is to serve as an ally to Jeanne in the viperous Versailles court.That most of the vipers are women is an index of the movie’s narrow horizons and parochial attitudes. It seeks to celebrate Jeanne, portraying her as a joyously emancipated woman, never mind that her liberation is entirely contingent on pleasuring men. She wears pants, she loves sex, she’s kind to the Black child Louis gives her as a gift! Yet while most everyone at court frowns upon Jeanne, Maïwenn primarily focuses on the torments that the court ladies visit on her, suggesting that the big problem at Versailles in the 18th century was the bitter jealousy of spoiled and uptight women.“Jeanne du Barry” ends before the guillotine makes an appearance, unfortunately. It was an exasperating way to start this year’s festival given how hard women have fought to be taken seriously here. There’s some comfort that “Jeanne” isn’t contending for the Palme d’Or, which would be an embarrassment, but is being presented out of competition. Other titles out of the running include two of the hottest tickets here: Martin Scorsese’s “Killers of the Flower Moon” and “Indiana Jones and the Dial of Destiny,” directed by James Mangold. (I’ll have more to say about both after their premieres.)Both the Scorsese and “Indiana Jones” will jolt the festival, which has been fairly sleepy since Depp and company came and went. I liked two competition titles that screened early, “Le Retour,” from the French filmmaker Catherine Corsini, and “Monster,” from the Japanese director Hirokazu Kore-eda. Both are moving family dramas, with “Le Retour” centered on three Black Frenchwomen during a fraught interlude in Corsica. Like Kore-eda — whose movie is a characteristically poignant drama about an anguished fifth grader — Corsini uses family to reflect on larger issues without losing sight of the characters’ intimate struggles. Both movies appeal to your intellect while drawing tears.“Monster” is a moving family drama from Hirokazu Kore-eda. via Cannes Film FestivalCorsini is one of the seven women with a movie in the 21-title main lineup, which is a very good number. Cannes has always been happy to have young, beautiful women in gowns and high heels ornamenting its red carpet, but it has been far less welcoming to women who also make movies. The Belgian filmmaker Chantal Akerman, one of the giants of contemporary cinema, had three movies in the official program while she was alive (she died in 2015), none in the main competition. Another titan of the art, Agnès Varda, had nearly a dozen movies at Cannes, but only one was chosen for the main competition: her 1962 film “Cléo From 5 to 7.” At least the festival named one of its theaters after her.Some of the seven women are competing for the first time; a few, like the French director Catherine Breillat — here with “Last Summer” — are returning. Breillat was at Cannes in 2007 with “The Last Mistress,” a raw, exuberant, impolite period piece about women and desire starring Asia Argento. A few years later, in 2018, Argento shook up the festival when, onstage during the closing ceremony, she announced that she had been raped by Harvey Weinstein at the 1997 event. “This festival was his hunting ground,” Argento said, bringing the #MeToo movement to Cannes with a fury. (Argento was later accused of sexually assaulting an underage male actor, which she denied.)Cannes organizers tend to wave off criticism, but whatever their public position toward the complaints lobbed their way, including from many women over many frustrating decades, they clearly pay attention, as suggested by the record number of women in the main competition. This record matters because Cannes does. The festival doesn’t simply command the world’s attention each year; it makes careers, revives reputations, confers status, makes the next deal (or two) possible and serves as a crucial run-up to the Academy Awards. More important, Cannes publicly and very prominently bequeaths rarefied status on filmmakers, a status that has historically been granted to men.This isn’t simply because women like Akerman and Varda have had far fewer opportunities to direct than men. Neither artist needed Cannes’s benediction; they were brilliant filmmakers without its regular love. It’s difficult to quantify how (if) their careers would have been different if they had been in regular contention. But it’s also hard not to think that their careers would have been easier and the money would have flowed more generously in their direction if they’d been routinely programmed alongside the festival’s many beloved male auteurs. Certainly Varda and Akerman would have done right as the head of the jury, a position enjoyed this year by Ruben Ostlund, who’s won the Palme twice. I hope that his choices are better than his movies. More

    ‘Three Minutes: A Lengthening’ Review: A Ghost Story

    Using footage from a three-minute amateur movie shot in 1938, this rousing documentary about a Jewish town in Poland is a haunting meditation on the memory of the Holocaust.In 2009, the writer Glenn Kurtz discovered a badly-degraded three-minute film in the attic of his parents’ Florida home. That film, a kind of vacation home-movie shot in 1938 by Kurtz’s grandfather, David Kurtz, contains seemingly innocuous footage of the Polish town of Nasielsk — David’s birthplace as well as one of the hundreds of Jewish communities eventually devastated by the Holocaust.Not that the majority of us would be able to discern the film’s menacing context. Silent and grainy, it shows children crowding around the camera, bearded elders staring from a distance, people spilling out of a building that you might recognize is a synagogue — if you look carefully.“Three Minutes: A Lengthening,” by the Dutch filmmaker Bianca Stigter, is committed to just that: looking carefully. The images from David’s three-minute film — at first shown from beginning to end, then chopped, screwed and colorized, with several moments rewound and played over and over again — comprise the entirety of Stigter’s stirring documentary.“Three Minutes” draws from Kurtz’s book, “Three Minutes in Poland,” which chronicles the author’s efforts to identify the people in the film, many of whom ultimately perished in concentration camps. Stigter’s documentary unfolds using voice-over narration by Helena Bonham Carter as well as voice-over testimony from Kurtz and some of the individuals who assisted his research.David’s three-minute film gives us access to a reality that hasn’t really been captured on camera, one of a regular Polish town during that prewar period when life was still normal and danger remained in the shadows. Stigter and Kurtz guide our gazes, revealing the vast universes contained in each frame — from neighborhood politics to the background of a local grocery store. “Three Minutes” is more than a documentary about the Holocaust — it is an investigative drama, a meditation on the ethics of moving images and a ghost story about people who might be forgotten should we take those images for granted.Three Minutes: A LengtheningRated PG.     ‘Three Minutes: A Lengthening’ Looks at Jewish Life Before Nazi Invasion

    A documentary based on a home movie shot by an American in 1938 provides a look at the vibrancy of a Jewish community in Europe just before the Holocaust.AMSTERDAM — Glenn Kurtz found the film reel in a corner of his parents’ closet in Palm Beach Gardens, Fla., in 2009. It was in a dented aluminum canister.Florida’s heat and humidity had nearly solidified the celluloid into a mass “like a hockey puck,” Kurtz said. But someone had transferred part of it onto VHS tape in the 1980s, so Kurtz could see what it contained: a home movie titled “Our Trip to Holland, Belgium, Poland, Switzerland, France and England, 1938.”The 16-millimeter film, made by his grandfather, David Kurtz, on the eve of World War II, showed the Alps, quaint Dutch villages and three minutes of footage of a vibrant Jewish community in a Polish town.Old men in yarmulkes, skinny boys in caps, girls with long braids. Smiling and joking. People pour through the large doors of a synagogue. There’s some shoving in a cafe and then, that’s it. The footage ends abruptly.Kurtz, nevertheless, understood the value of the material as evidence of Jewish life in Poland just before the Holocaust. It would take him nearly a year to figure it out, but he discovered that the footage depicted Nasielsk, his grandfather’s birthplace, a town about 30 miles northwest of Warsaw that some 3,000 Jews called home before the war.Fewer than 100 would survive it.Now, the Dutch filmmaker Bianca Stigter has used the fragmentary, ephemeral footage to create “Three Minutes: A Lengthening,” a 70-minute feature film that helps to further define what and who were lost.“It’s a short piece of footage, but it’s amazing how much it yields,” Stigter said in an interview in Amsterdam recently. “Every time I see it, I see something I haven’t really seen before. I must have seen it thousands and thousands of times, but still, I can always see a detail that has escaped my attention before.”Almost as unusual as the footage is the journey it took before gaining wider exposure. All but forgotten within his family, the videotape was transferred to DVD and sent to the U.S. Holocaust Memorial Museum in Washington in 2009.“We knew it was unique,” said Leslie Swift, chief of the film, oral history and recorded sound branch of the museum. “I immediately communicated with him and said, ‘If you have the original film, that’s what we want.’”The Holocaust museum was able to restore and digitize the film, and it posted the footage on its website. At the time, Kurtz didn’t know where it had been shot, nor did he know the names of any of the people in the town square. His grandfather had emigrated from Poland to the United States as a child and had died before he was born.Thus began a four-year process of detective work, which led Kurtz to write an acclaimed book, “Three Minutes in Poland: Discovering a Lost World in a 1938 Family Film,” published by Farrar, Straus and Giroux in 2014.Glenn Kurtz, who found the original footage shot by his grandfather in his parents’ closet in Florida, later wrote a book about the significance of the film.Stigter relied on the book in completing the film, which is co-produced by her husband, Steve McQueen, the British artist and Academy Award-winning director of “12 Years a Slave,” and narrated by Helena Bonham Carter. It has garnered attention in documentary circles and has been screened at Giornate degli Autori, an independent film festival held in parallel with the Venice film fest; the Toronto International Film Festival; Telluride Film Festival; the International Documentary Film Festival Amsterdam; and DOC NYC. It was recently selected for this month’s Sundance Film Festival.Nasielsk, which had been home to Jews for centuries, was overtaken on Sept. 4, 1939, three days after the German invasion of Poland. Three months later, on Dec. 3, the entire Jewish population was rounded up and expelled. People were forced into cattle cars, and traveled for days without food and water, to the towns of Lukow and Miedzyrzec, in the Lublin region of Nazi-occupied Poland. From there, they were mostly deported to the Treblinka extermination camp.“When you see it, you want to scream to these people run away, go, go, go,” Stigter said. “We know what happens and they obviously don’t know what starts to happen, just a year later. That puts a tremendous pressure on those images. It is inescapable.”Stigter stumbled across the footage on Facebook in 2014 and found it instantly mesmerizing, especially because much of it was shot in color. “My first idea was just to prolong the experience of seeing these people,” she said. “For me, it was very clear, especially with the children, that they wanted to be seen. They really look at you; they try to stay in the camera’s frame.”A historian, author and film critic for a Dutch national newspaper, NRC Handelsblad, Stigter worked on this film, her directorial debut, for five years. She started it after the International Film Festival Rotterdam invited her to produce a short video essay for its Critic’s Choice program. Instead of choosing a feature film, she decided to explore this found footage. After making a 25-minute “filmic essay,” shown at the Rotterdam festival in 2015, she received support to expand it into a feature film.“Three Minutes: A Lengthening” never steps out of the footage. Viewers never see the town of Nasielsk as it is today, or the faces of the interviewees as talking heads. Stigter tracks out, zooms in, stops, rewinds; she homes in on the cobblestones of a square, on the types of caps worn by the boys, and on the buttons of jackets and shirts, which were made in a nearby factory owned by Jews. He was identified after a granddaughter in Detroit recognized him in a digitized clip on the Holocaust museum’s website.Chandler, who was born Moszek Tuchendler, lost his entire family in the Holocaust; he said the footage helped him recall a lost childhood. He joked that he could finally prove to his children and grandchildren “that I’m not from Mars.” He was also able to help identify seven other people in the film.Kurtz, an author and journalist, had discovered a tremendous amount through his own research, but Stigter helped solve some additional mysteries. He couldn’t decipher the name on a grocery store sign, because it was too blurry to read. Stigter found a Polish researcher who figured out the name, one possible clue to the identity of the woman standing in the doorway.Leslie Swift said that the David Kurtz footage is one of the “more often requested films” from the Holocaust Museum’s moving picture archives, but most often it is used by documentary filmmakers as stock footage, or background imagery, to indicate prewar Jewish life in Poland “in a generic way,” she said.What Kurtz’s book, and Stigter’s documentary do, by contrast, is to explore the material itself to answer the question “What am I seeing?” over and over again, she said. By identifying people and details of the life of this community, they manage to restore humanity and individuality.“We had to work as archaeologists to extract as much information out of this movie as possible,” Stigter said. “What’s interesting is that, at a certain moment you say, ‘we can’t go any further; this is where it stops.’ But then you discover something else.” More
